Edmond Mulet, the United Nation’s top official in Haiti, blames past wrongs by the United States and international community for the weaknesses in Haitian state that left the country vulnerable to earthquake devastation back in January. For this reason, he and others are calling for the U.S. and the international community to cover the $11 billion-tab for Haiti’s reconstruction.
