Urgent Action Required

The return of Jean-Claude “Baby Doc” Duvalier to Haiti provides a once-in-a-lifetime opportunity for justice. But we need your help to make sure that Duvalier’s victims obtain the day in court they deserve.

Jean-Claude Duvalier was one of the last century’s most notorious despots. For fifteen years, from 1971-1986, he terrorized Haiti. His army and the dreaded Tonton Macoutes death squad systematically beat, imprisoned, tortured and killed Duvalier’s political opponents and anyone who challenged his thugs’ authority. He looted hundreds of millions of dollars while the Haitian people starved.

The Government of Haiti needs the support of the international community, including the United States and Canada, to see the prosecution through.

We, the undersigned, call for accountability for the widespread pillaging of Haiti’s treasury and crimes against humanity committed by Jean-Claude Duvalier and officials of his army and the dreaded Tonton Macoutes death squad.

The mechanism exists to hold these officials accountable for their criminal behavior and dissuade future government officials from engaging in such heinous acts – criminal prosecution of those responsible in Haitian courts. Despite challenges, we believe that the Haitian justice system is capable of taking on this fight with the help of the international community.

A successful trial will provide justice for victims and survivors as well as serve to improve the justice system more generally, which is essential for establishing lasting stability and security, enabling economic development, and improving citizen confidence in the Haitian government.

The governments of the United States and Canada have been generous in their efforts to help Haiti recover from last year’s earthquake. We urge you to continue that generosity and help the Government of Haiti make sure that Duvalier’s victims obtain the day in court they deserve.
