Senate Foreign Relations Committee To Mark Up $3.5B Haiti Reconstruction Bill

Kaiser Family Foundation The Senate Foreign Relations Committee Tuesday is expected to mark up a bill that would “authorize $3.5 billion in reconstruction funds for Haiti over five years” and would also require USAID “to submit a long-term reconstruction plan to Congress as well as mandate the president to appoint a senior policy coordinator for Haiti,” The Hill reports (Bogardus, 5/23). “Lawmakers are attempting to balance a bipartisan consensus to invest heavily in rebuilding the earthquake-ravaged country with some members’ deep-seated doubts about the capabilities” of USAID, Congressional Quarterly writes. To ease concerns about the agency’s role in helping with Haiti’s rebuilding, “senators are focused on a series of reporting requirements in the bill, which is cosponsored by Foreign Relations Chairman John Kerry, a Massachusetts Democrat, and Tennessee Republican Bob Corker.” The legislation would require annual reports on the agency’s long-term strategy and a Government Accountability […]

Senate Appropriations Committee Approves Spending Bill With Foreign Aid Funding For Haiti

Kaiser Family Foundation The Senate Appropriations Committee Thursday unanimously voted to approve a $59 billion war funding measure that includes “more than $5 billion to replenish disaster aid accounts, as well as funding for Haitian earthquake relief,” the Associated Press reports (Taylor, 5/13). The “bill includes $5.1 billion to replenish the Federal Emergency Management Agency disaster relief fund” and “$6.2 billion for State Department operations and foreign aid in Afghanistan, Pakistan, Iraq and Haiti,” according to The Hill (Alarkon, 5/13). After Haiti Visit, Congresswoman Says She Saw No Sign Of Red Cross

Debbie Wasserman Schultz (D-Fla.) said Thursday that she did not see evidence of the organization during a trip to the country earlier this week with Sens. Mary Landrieu (D-La.), Kristin Gilibrand (D-N.Y.) and Rep. Sheila Jackson Lee (D-Texas), The Hill’s Washington Scene reports. “We were actually pretty struck by the fact that we didn’t see the Red Cross anywhere, at all,” she said (O’Brien, 4/8).
