DR Citizenship Plan Still Leaves Thousands Stateless

Although the Dominican Republic now has a plan to counteract the problems caused by their September 2013 Constitutional Court ruling, hundreds of thousands will still have an uncertain future in DR. The plan for eventual citizenship includes many steps that simply aren’t feasible for informal workers.
